I think the man honestly thought that NATO owed the US money.  Like a bill was due or something.  They were supposed to use 2% of their own money to buy weapons from themselves or any other NATO country, not necessarily from us.
It's all good though.  They're closer to messing their treaty obligations and we're all better off for it.

He never said NATO owed the US money. He just said the USA has footed the bill for [BLEEP] decades and no one else gave a [BLEEP]. Which is true.

Statements of fact don't begin with "I don't think" or "I think".  
Statements beginning with those words are clearly opinions.

But here are Trump's actual words in 2018, addressing leaders of other NATO countries at a meeting in Europe. "Frankly, many countries owe us a tremendous amount of money for many years back, where they're delinquent, as far as I'm concerned...". I'm cutting the quote of early, but the verb "owe" is used one more time.  So this opinion of mine is based in fact.
