3 doesn't need fixing.  It was pretty good.  A couple years ago I was bored and I made a list of the scenes and dialog that would need to change in episodes 1 and 2 to eliminate the rule of two and make a new way for sith to be created.  It really wasn't that many.  And the movies became a bit more exciting this way too.  For instance, what if young anakins motive for winning the race isn't "racing is the best and winning rules" but instead "the winner gets money and I'll be able to buy freedom for me and mom." Anakin wouldn't need obi wan to save him from slavery.  He saves himself.  Instead Obi Wan and Qui Gon just have to protect the newly free anakin from being kidnapped by Darth maul. Now you know why they're fighting, instead of the generic "ooo its a sith, get him!" the jedi would be fighting to save a kid from kidnapping.

The Rule of Two becomes a lot more palatable when you realize that it doesn't limit Sith to only two; it limits Sith Lords to only two. IE: Sith entitled to use the title "Darth." The show Kenobi showed us that there were several Sith Inquisitors operating at the same time as Lord Sidious and Lord Vader. The Clone Wars showed us Asajj Ventress operating at the same time as Lord Sidious/Lord Tyranus. Not to mention that during The Clone Wars, Maul was somehow still alive and even had his own apprentice.  So during The Clone Wars there were at least 5 Sith operating (Sidious, Tyranus, Ventress, Maul, Savage) but only two who were allowed to be called Darth.

And why are we talking about the Sith in a thread with Trump in the subject line?
