I've seen all kinds of different interpretations of the situation.  The one you cite, and then there are others who say the PGA Tour has effectively killed LIV Golf by co-opting the PIF.  According to the outlined agreement, the PGA Tour and Jay Monahan are now pretty much in charge of professional golf.  

Personally, I think both sides were in a no-win situation, and Monahan is allowing the PIF to invest in the PGA Tour in order to end the litigation and kill LIV golf.

I have no doubt the PGA also did this to prevent embarrassment. Jay Monahan’s ridiculous statement about LIV players apologizing to 9/11 families would have been broken off in their [BLEEP] when discovery from the lawsuits would have revealed the PGA is the beneficiary of plentiful Saudi money via their sponsors. 

Lo and behold, we have Monahan sitting side-by-side with the Saudi PIF director on MSNBC expressing platitudes after the deal was announced. Will Jay apologize to 9/11 families now? Monahan is an obsequious little hypocrite.
