Yes, Biden was supposed to have various documents when he was a Senator and when he was VP.  The stuff Biden had, from what we know so far, was much less both in quantity and sensitivity, and he cooperated.  The investigation is ongoing.  
The fact that Biden is President now actually points things the other way - Presidents can be investigated, but the federal government can not subpoena them and they can't be indicted.  As we learned during the Mueller investigation.  As you gloated about then.  Trump, not being President, can be subpoenaed and prosecuted.
