Materially speaking, 2017-2019 were decent years, yes, although it couldn't last.  When you cut taxes without cutting spending there will be a hangover in the economy regardless of any pandemic or race riot.
But that's only true if you turned off the news.  The narcissist in chief had a congenital need to dominate every news cycle and spiritually that was very damaging to anyone who paid attention to the news.
