Once he did that - the mob stopped attempting to breech the final perimeter of safety. It literally only took the one shot. If other officers had opened fire at the security points prior it would have been a bloodbath. This was the most efficient use of force possible and it could have been avoided if the trespasser had simply complied with police instruction.

The rioters had passed through several security points long before arriving at the entrance to the lobby of the House Chamber where lawmakers were huddled in fear. These few officers were the only ones left between a mob and lawmakers they were ordered to protect. 

Babbit's thoughts at the time don't matter. She was instructed by police not to continue attempting to breach, but she did anyway and they shot her to protect our elected officials.
