You can. "Not ready yet" is an evaluation. "needs improvement" is an evaluation. Surprised you didn't also use Snoop as an example.

What you cannot do is close the book on the evaluation. Sometimes, guys need time or opportunities to learn from mistakes. Other times, they are just ungood at footballing.
