That's been the dynamic in the NFL for a long time now at the premium positions.
One good season is enough if it is the most recent season.

It also helps that Allen's tape shows consistently good play even when not racking up sacks every week.

His money will be near Watt's deal IMO. As has been said many times - the market decides it more so than the negotiators for the team.

Allen's agent is going to walk into those meetings with three teams in his back pocket who need a pass rusher and have space to pay TJ Watt money for one. That will be his leverage.

Not really, we can just tag him. Could next year as well if we wanted to
