You are correct that the constitution would allow us to tax 100% of the income of a person who is already a billionaire.  The Constitution might even allow us to institute a wealth tax to hurt them even more (but my sense of the matter is it does not unless amended). 

However common sense says such a tax will never pass, and even if it passed, will never be effectively enforced.
My fellow southpaw Mark Brunell will probably always be my favorite Jaguar.
