Lots of forms worn lots of people of dire consequences. Yet actual prosecution is extremely rare, in fact it almost never happens.
I think there are too many forms to fill out in this country in general. I think it is too hard to comply with the letter of the law while filling out confusing forms. Lots of people fill them out incorrectly. But that's not the conversation we're having.
