I think the problem is the existence of a democracy that is based on a religion, and the way the politicians in Israel have equated being Jewish with being a Zionist.  

If being a Jew means you must support the policies of the State of Israel, then hating the policies of the State of Israel can easily become hatred of Jews.  If you don't like the policies of the Jewish state, then that can easily flow over into dislike of Jews in general.  Because according to a lot of politicians in Israel, being a loyal Jew means you are loyal to the State of Israel.  

Being anti-Israel is not the same as being anti-Semitic.  The Fox article says this: 

"There were several antisemitic incidents that occurred in recent days. Last Saturday, violent anti-Israel protests took place outside the White House where a Hamas headband-wearing agitator held up a bloodied mask of President Biden's face."

That is anti-Israel.  Not anti-Semitic.
