You can't put a cash value on having power during a storm. No one's going to pay you for it.

A whole home generator doesn't have an ROI either.

ROI for solar and WHG are measured differently. WHG is quality of life,  which is hard to put an ROI on. Solar is $ saved you would have otherwise paid JEA. There are other factors as well, because propane and natural gas are substantially cheaper than utility produced energy. 

Not to mention, 20 year old panels will require some sort of maintenance and replacement,  not to mention they are a giant eye sore.
