Perhaps I'm not up to date, but my understanding if he's proposing applying tariffs across the board in exchange for wiping out the income tax.  That's a different ball of wax altogether and is worth investigating in my opinion as I have been in favor of the fair tax or a consumption tax for a long time which is what this would essentially be if what I think I heard proposed is what has actually been proposed.  A lot of manufacturing would come back in such a scenario I'd think.

That is a different ball of wax.  He mentions the 20% across the board tariff a lot more often than the eliminating the income tax. He could do the tariff unilaterally, but he would need Congress to help him change the income tax.  A 20% tariff wouldn't generate nearly enough revenue to replace the income tax.  The so-called fair tax was supposed to apply to all final retail sales, not just imports.  So this version of Trump's idea isn't very serious and doesn't merit much discussion, I don't think.
