Because he can't get over the hump. They have a good org and coaches but you have to ask do they believe they can win the superbowl? If they are honest, the answer is no. Can they find a better coach though? That's the huge risk.

The problem is that replacing the head coach is the easiest significant change an organization can make, but it seldom makes a difference. 

Sometimes a coach is clearly not good, like sprinkles was here, but most coaches are only as good as their GM's drafting allows them to be.

We're seeing it here right now in Jax where Baalke has managed to turn high draft picks into mostly just okay players. 

The Jaguars got lucky and woke up on third base with Trevor, and since then Khan has been hard at work making sure Trevor's best years go to waste with a GM that can't project NFL talent. 

Hopefully Khan is already planning for Baalke's replacement and giving them free rein to pick a head coach.
