This certainly doesn't sound like urgency to fill C in the draft to me.

It's still possible they could bring in a remaining vet after the draft, so I don't expect them to feel like they must find one in the draft. You get the feeling (or, at least I do) that yes, they've thought this through and have explored all the alternatives. They have a cool and comfort with the work they're putting in.
