He's still considered an active player in the NFL despite the suspension.  As long as he is, he is subjected to the same rules he is if he was currently on a roster and participating fully.  Because he's a player in the program, he's required to submit samples any time it is requested.  The only thing that would end the drug testing is if he retires.  Because he's now at strike 3, he'll face random testing for the remainder of his career.
