Absolutely wasn't. Defenders foot came across leg, not on foot.
Robben initially even started a jump across the defenders leg when defender stuck his leg out. http://www.youtube.com/watch?v=Lvktfi9B1Ek (I do recommend watching the whole video because it's pretty funny, but the meat of it is at 27 seconds) The angle of the still picture posted doesn't do it justice, and does allow you to think he was stepped on. Live video proves otherwise
