This is largely correct.

 

While Dallas did add other players like Kevin Williams and Ray Donaldson, the catalyst is largely viewed as Deion Sanders-if nothing else by taking him away from SF.

 

Adding Charles Haley in 1992 was also a catalyst addition to put them in the Super Bowl in 1992.
