They could have done North and South divisions that would have made things much more balanced.

 

North:

Michigan, Michigan St., Wisconsin, Minnesota, Iowa, Northwestern, Purdue

South:

Ohio St., Penn St., Nebraska, Indiana, Illinois, Maryland, Rutgers

 

 

Or swap Iowa with Rutgers.

 

 

It doesn't have to be geographically perfect if it means much better balance. The Big Ten didn't want to break up the Ohio St. vs Michigan rivalry, though. It would have made it that much more sweet if/when the two meet up for the Big Ten championship, though.
