Obviously, you can count the non-elite quarterbacks who played in the Super Bowl (win or lose) with one hand. I only know two  who won: Trent Dilfer and Brad Johnson. If you don't think every quarterback listed here is elite, well, admit some of them are pretty close to elite.
 

You have a very liberal usage of the term "elite". The following are good QBs, but to consider them "elite" is a huge stretch:

 

Joe Flacco

Colin Kaepernick

Rex Grossman

Matt Hasselbeck

Donovan McNabb

Jake Delhomme

Rich Gannon

Brad Johnson

Trent Dilfer

Kerry Collins

Steve McNair

Drew Blesdoe

Neil O'Donnell

 

And that is just the past 15 years. Those QBs are/were good, not elite.
