I watched the entire 2014 draft and did not hear about a single team using a player to trade up. Sure, it could happen, but they usually just trade picks.

 

Trades involving players and picks probably don't happen during the draft as much as they do during free agency.  I'm too lazy to look it up and just going by thought.

 

I don't think at this point you can label the Jaguars as a "rebuilding team" any more.  I believe that the "core" is here and any holes will be filled via free agency.  That's not to say that perhaps a first round pick (or another pick in any other round for that matter) will not become one of the "core" players, but that's not the focus of the draft.
