If you look at Justin's cap details, he had a $1.7 roster bonus due in 2014. I'm fairly sure this "hit" is this roster bonus, and that it would be on top of his base salary and yearly SB hit.

According to an article posted in another thread, his contract is basically frozen in time and will resume when he is reinstated. He doesn't count toward the cap until he's reinstated, and the Jags will still have 3 years to decide what to do with him at the point he returns. That's why there was absolutely no reason for the team to cut him and move on. It's costing them nothing to keep him and decide their next move when he's back.
