When Manning was there with Dungy, they had a decent string of finishing in the top 8 in points allowed. Luck also doesn't have Wayne for much longer or Harrison. Hilton is great, don't get me wrong. But that's not the same as what they had before. Also, Polian is not in that front office. Pagano is an "okay" headcoach. He gets more credit than he deserves because of Luck.
