Well the school specifically stated the new policy was in response to the ACA legislation requiring them to provide everyone with insurance. They are trying to offset rising cost and having students or staff opt out of the 2300 premium isn't affordable without at least the 350 fine ( according to the school). So yes the legislation Creating the additional cost which makes private individuals purchase insurance is a direct cause of this situation.
