The Colts have a monster extension coming up with Andrew Luck and TY Hilton, the Bears still have Jay Cutler and Brandon Marshall on the books, and will have to pay Alshon Jeffery soon, why would any FA go to the disaster that is the Cleveland Browns? The Raiders and Jets are legitimate players, but the Jaguars have more money than both of those teams. Do I expect to sign all of those guys? No, but I certainly don't think it's unrealistic due to the significant amount of cap space, and our roster situation (a ton of young players early into their first contract).
