That's the biggest problem, no one believes them when they say they're going to spend it on infrastructure. Remember the shovel ready stimulus to fix America's bridges and roads?
I don't know that answer. I know the gas tax as represented here is specifically for the highway system. 

 

Your distrust is not really the point though, infrastructure is in disrepair. Can't be a great nation if we can't travel anywhere or our cities get flooded from lack of funding for repairs/replacements
