The Jaguars have provided a 15 year example for you.  Neither work unless you actually evaluate the player correctly.

 

Out of the current 12 projected playoff teams only 2 starting lineups are made up of less than a third of free agents (Packers and Bengals).  Every other team (Patriots, Panthers, Steelers, Broncos, Jets, Colts, Falcons, Cardinals, Vikings, and Giants) has 8 or more players signed from other teams in their starting lineup (not counting UDFA's).

 

You really do need both.  If the top teams could afford to sign top tier free agents at a position of weakness, they would.  Most top teams have their own free agents to worry about re-signing.  They didn't get to the top with veteran minimum players.
