Absolutely.

It's a given that as long as Shad Khan owns the Jaguars, he's going to be proactive in the Jaguars playing a regular season game in London each season. From the NFL's perspective, it's a win-win situation as they clearly want to play more and more games in London and outside the U.S. in general. I believe that the Bucs recently expressed interest in playing a game in the U.K. each season as well.
