Another reason I feel Luke has loosely planned this all, is that whenever the Jedi get vulnerable - they go into exile and wait for the right moment to return.  And in doing so, they protect their loved ones by keeping them distant, even hiding their offspring to keep them out of reach of the dark forces.  Since the Sith are into the whole slaughtering of children and all.  I think Luke knows that without more youths who have the promise of becoming the new Jedi, there's not enough strength to counter the Sith - and only someone worthy of training could possibly find him.
