You can see, in the replay, M. Tomlin's eyes looking around his right shoulder. He's facing opposite the returner, and his head turns toward the field. Tomlin is a pro.; he isn't going to be that close to the field unless it's on purpose. He was on the field during a a kick return? Wanting to watch it through the replay monitor is no excuse for a total disregard of the current play.

 

I think it's intentional and should be punished as such. What's the difference when a player makes a helmet-to-helmet tackle, gets fined, and says it was an accidental? Fine'em I say
