Khan committed to the city, and we're entering year 5, so regardless of whether there was some form of written guarantee or not, he's proven to be a man of his word with the arrangement he made with Weaver.  Not only that, but he's also backed up that commitment with significant investments in the stadium, and in the community itself.  I was skeptical when Khan bought the team, but he's proven his desire to keep the team here beyond any shadow of a doubt.

 

Don't really care what grade STL gives the student.  I wouldn't expect them to give that bit of news high marks.
