How good would this secondary be in comparison to the rest of the league?

But it makes more sense than drafting a SS at 5 when you have much greater needs.
Except Ramsey wouldn't only be a SS. Get position out of your head. Ramsey can play wherever they want him to in the secondary. It's like saying Tyrann Mathieu is only a free safety, or only a CB. He is not. He plays every position in the secondary. That's how Ramsey would be used. CB, safety, it doesn't matter where you put him he will be a good player.
