A temporary ban on all Muslims entering the country was not necessary to write up a no-fly list when the Department of Homeland Security was created. Somehow the CIA and DHS could pick out certain names, allowing people with any other name to visit or move to America. If they can do that, why should any type of ban on Muslims in general be applied?

So why did a debate moderator specifically ask him about wanting to issue a temporary ban on all Muslim immigrants?
