The part about pre-existing conditions cannot work without the mandate.   There has to be a pool of healthy people paying insurance to subsidize the unhealthy people.  That's the way insurance works.  You can't wait until your house is on fire to apply for fire insurance.  Without the mandate, the insurance companies have to be able to reject pre-existing conditions.  

 

This is why it is ridiculous for them to think  they think they are going to keep the popular parts of Obamacare and throw out the unpopular parts.  They have to either keep the whole thing, or do like they said they were going to do and throw out the whole thing.

when you get hired to a company and become eligible for benefits, you fill out the form which includes any pre existing conditions and they take you at the same rate as everyone else in the company...If insurance companies can reject anyone for pre existing conditions, then many people would be without health care which would end up costing much more as they would simply use the ER as a family doctor and not pay the hospital...It's imperative to make sure insurance companies are forced to treat pre existing conditions...

 

Imagine your wife had diabetes...  you just received a job offer you want so you take it only to find out that the new companies health care provider does not cover her pre existing condition so you are stuck paying for her doctors payments and medicine which is a HUGE expense...My insulin costs $1000 a month plus I take pills too,  the test strips for glucose testing, doctors. lab fees, and much more...
