I see no reason why D'Onta wouldn't inherit at least some of that particular skill set.

 

From what I've seen, his pass-blocking basically amounts to looking around for a second and then standing next to a lineman already blocking someone leaving either the edge or the middle open(but this a small sample size from two games on Draft Breakdown). I'll wait for more of his games to get posted before going one way or the other on this. He does throw a pretty good cut block, though

 

With receiving, unless he actually does it, you can't automatically assume he's good at it. He does fine catching pitches from what I've seen, but that's a far cry from having to make catches out in space or over the middle, so yeah, no calling him a "complete back" until he shows he can do it. His brother being a receiver is very much irrelevant to how good a receiver D'Onta might be.
