Strength of Schedule?

Sorry I just blank on understanding something so please don't bash me...just need help remembering how this works.
I read an ESPN article this morning that said we are projected for the 4th pick and the Bears are projected for the 3rd pick now. We have the same record but they get the 3rd pick based off strength of schedule. I just looked at the strength of schedule and we were tied for 23rd hardest strength of schedule (0.473) this year while the Bears were tied for 30th hardest strength of schedule (0.461). So why aren't we the ones that are getting the 3rd pick and they should be at the 4th spot because we had a harder strength of schedule? I'm confused...sorry for the dumb blanking out moment.
