Scheme determines that definition. 

 

In the scheme run here the last two years, he most assuredly is a 4-3 end. I think Fowler is a guy who is better off on the left side pass rushing against the right tackle. He seemed to have more success there in college. He always went inside on pass downs at Florida to the three, and even the one technique and gave guards and centers fits. I think taking advantage of that, at times, would be good for him, and the defense.
