Did trading down work for Titans and Browns?

I think Adoree Jackson was drafted by the Titans to counter TY Hilton and bolster the return game. He needs a little bit to polish up as a corner but I think in the end it was smart to take him over Howard. Still not getting the love Howard was receiving
