This. Yes he threw for 35 TDs, but that was your "lightning in a bottle" scenario.  He has never completed over 60% over a season and his arm "tires" over the duration of a season because his mechanics revert and decay, When you throw a ball incorrectly for long enough it will wear your arm out(may even cause injury), causing less power behind your passes, less accuracy and your timing is off too. I have little faith in Bortles at this point, but if he can somehow unlearn his old mechanics and keep his footwork/arm in check for 16-20 games(probably more likely to win the lotto twice) he can be really good. Otherwise, just another project QB that busted out of the 1st round.
