Everything is considered racist to those seeking it out. This is a common phrase--not to monkey something up. I simply don't care if someone chooses to get offended because they want to claim a word / phrase and assign motive when, had they not been black, they would not have otherwise had a reason to believe it was racist.

If we ignore the concept of John Q. Public being overly offended entirely   -  It's still an ill-advised choice of words by someone who ought to know better.  Folks absolutely get offended too easily, but there's too much history with this particular inference to just ignore it IMO. 

I mean is that too much political correctness to ask of a politician of any ilk?  "Please don't associate an African American with a monkey while running for public office?"  Seems pretty reasonable to me.

Regarding the first part in bold, yes some people do get "offended" way too easily in today's society.  I put it in quotes because some things are twisted to make it appear offensive even though that wasn't the intent.  I believe that was the case in this "incident" (non-story).

Regarding the second part in bold, DeSantis did not associate his opponent with a monkey with his statement.  The phrase "monkey it up" is a nice way of saying not to [BLEEP] (mess) it up without using profanity and was directed or associated with the voters of Florida not his opponent.
