Rudolph didn't start a fight. 

Garrett tackled him to the ground several seconds after he passed the football. That's what started it. 

Rudolph was foolish to escalate it but he was absolutely provoked by being taken to the ground unnecessarily.

And it looked like he was giving him a lil extra action on the ground too instead of just letting him up.
I don't get what people are seeing here.
