Fitzpatrick has actually often been lauded for his high football IQ (as recently as this season by Chan Gailey), which as you point out speaks to his longevity in the league. He's just not as physically gifted as most and has usually been on bad teams throughout his career.

And apparently he’s smart enough to beat the Jags 6 times....with 6 different teams?‍♂️
