Governments are run by human beings, with all their inherent weaknesses.  No party or faction has a monopoly on greed and dishonesty.  It's just something we have to deal with.  It will never stop.  Make laws and try to enforce them.  That's all you can do.

Do powerful people have a "globalist agenda?"  It depends on your definition of globalist agenda.  A lot of powerful people believe in free trade, because they are capitalists, and they believe, with a lot of justification, that free trade is not only good for them, but good for everyone in general.

Morality kept the inherent weakness of man in check.  As society has continued to redefine what is moral and just corruption itself has been redefined.  The very things you defend and justify today, 50 years ago would be considered unacceptable.
