You can't simply look at the "needs" of the teams drafting in front of you to dictate your trade-up strategy. If you intend to trade up to get your guy, you need to trade all the way up to the top. What do you gain by trading up to #2 then having someone leapfrog you and taking your guy? (minus lost draft picks).

But what does taking them at their word of staying put really mean? What if they intend to stay put and we move up to #2, then NYG make them an offer they can't refuse. If we want him, we need to convince ARI to trade down. 

If the powers that be decide the talent gap between Haskins, Lock, Grier, etc, isn't significant enough, then they should stay put. It will take massive draft capital to move up to #1.

These are all hypothetical but I can't imagine NYG putting together some blockbuster offer because they don't even have a 3rd rounder this year. If you're Arizona, you want a lot of picks this year and next. I'd be more worried about Oakland if they part ways with Carr considering their draft capital.

I'm hoping they're able to keep close enough tabs on the situation that in the end they can get Haskins at #3. #3 makes for a nice and easy trade up whereas getting the #2 would virtually wipe out our early picks. We'd have to literally sell the farm to get the first overall pick.

In the universe of hypotheticals, of course the idea of the trade is off until that pick is on the clock. I think the folks proposing the deals here are assuming AZ takes Bosa.

Why would you trade for that pick today, or why would you think people are proposing to trade for that pick today?  Come on.

SF just may do that deal but there's no way NYG are offering that. They just made Odell the highest paid WR and their GM said Odell is going to be a big part of their plans for the future. The same GM gave no confidence towards Eli for next season though.
