Did that Detroit DB get fined for that helmet to helmet hit on Hurns?

That's usually the case in the regular season and believe it's usually the case in the pre-season.

 

After reading your post,  a question came to mind.   While there's practically no question that the helmet to helmet hit by Jerome Couplin III warrants a fine,  if Couplin doesn't make the Lions 53 man roster and isn't claimed by another team,   the normal first time fine for a helmet to helmet hit will exceed Couplin's UDRFA signing bonus.  Even if as expected Couplin lands a Practice Squad spot if he's cut and unclaimed,    P.S. players make peanuts relatively speaking.    I'm not sure how the NFL would handle a situation like this.

This came up last year, I think, but I can't remember the details. I think the NFL adjusted the fine to make it proportional to the player's signing bonus.

That's probably the best way to handle the situation under the circumstance of an UDRFA being the player who warrants a fine in a pre-season game.

You turned out to be correct.  

 

While I agree with the NFL decision not to fine Ndamukong Suh for the late hit on Chad Henne,   I definitely believe Jerome Couplin III should have been fined for the helmet to helmet hit on Allen Hurns:
