Based on what you mentioned, it's likely the Jags won't be trading out of the top 10. W/o knowing in advance what will be available with pick # 5, that eliminates most teams that have pick # 11 or later to be willing to trade up to #5 in advance. Only for a team that has 3 players with similar grades that they would be willing to take at # 5 would it make sense for them to trade up in advance to # 5.

There could also be the scenario where a team says "if Tunsil falls to you, we'll offer x, y, and z." And we agree to trade if that scenario happens on draft day.

Or can also be possible that they are being contacted in advance by a team around pick 15 or beyond that and a potential offer like "if picks 3 and 4 go a certain way, we offer this package and we'll contact you on the clock with you knowing what offer we'd make you and what players would be available. If picks 3 and 4 go the wrong way for us then no trade scenario with us".

  A downside to that type of offer agreement if the two parties have a firm commitment is a better offer could come along.
