No way anyone trades up for Winston near the top of the draft.  The guy is a disaster and a complete loser, GMs will be scared to death.  I don't see him being touched in the top ten, regardless of trades.

IMO,  trying to build a winning culture should take precedent over the benefits of what a higher draft pick could provide the Jaguars.  Losing is a cycle that's difficult to break.   For a team to make a major jump forward,   experiencing winning goes along way in making this a reality.
