Dave has given several subtle hints during the Fan Forums that Manziel is not his QB. I think his hints say if Teddy is on the board he will be the pick, and if Teddy is gone he would also be more than happy with Clowney as option #2.
If those two are both off the board then I have no clue, but I think I could fairly safely rule Manziel out based on Dave's criteria and expressions when talking QBs and especially Manziel. We show less advertisements to registered users. Accounts are free; join today!

We should be looking for help on our offensive line. Players like Jake Matthews or Taylor Lewan are what we need. You pick a quarterback at three, you should be the one to scrape him off the turf and run some solvent to wash away the greasy spot.

Johnny is the best passer in the class, I don't care about height, weight or anything, Johnny is the most accurate with the football hands down. Too bad he will be a Texan :'(

A lot of people talk about Manziel’s arm strength negatively, but I don’t see why. He has a very strong arm. From what I’ve seen, in terms of pure arm strength, I’d put him second above Bridgewater
and behind Mariota. He is able to throw the ball for chunks of yardage at a time through the air, and honestly he could probably throw it a whole lot further if he put his weight behind it (he has footwork issues which I’ll address later). One thing I was also pleasantly surprised with was his touch. He knows how to control the arc of the ball pretty well, but it’s not fantastic. I would also put him second in this category, with Mariota at third (Bridgewater is far and away the best touch passer in the country.) Anyway, I digress. He is also, as you can see from the statistics, very accurate. 80% accuracy against the best team in the country isn’t normal. It’s very good.

If you want to make claims like that, you need to back them up not only with his career attempts, completitions, yards, touchdowns, interceptions, and passser ratings, but also each statistic going left, middle, and right; inside and outside the pocket; with a clean pocket and under pressure; planned and unplanned. You also have to provide numbers for throwaways, spikes, and miscommunications, as well as drops by the receivers and receivers running the wrong routes, intentional grounding penalties, and illegal forward passes. Scouts look at all of that when they evaluate quarterbacks. Also, there is no reason to worry about the Texans picking him. He is not a good fit for their offense.
