Perhaps the opposing team is also aware of it and stacking the box because they know the Jags don't trust Bortles to make a throw?  Not sure that had to be spelled out.

Sounds like you're saying it's the play calling, then. Of course that still has nothing to do with whether your team is winning at the point of attack or not, which is my point.
