Its a somewhat meaningful game, so I see why the moved it. Titans are playing for their playoff lives.

They moved it because they wanted all the games with playoffs implications played at the same time, probably so none of the team's would see their game was meaningless and stop playing.

Jags get moved to 4pm in the only week when there are actually more 4 o'clock games than 1 o'clock games. Sure to have a miniscule broadcast area.

That's a #becausejaguars moment for sure. Oh well, it's technically a meaningless games for the Jags playoffs-wise. Sure would like to see them win it anyway.
